The FSIS's parent organization, the U.S. Department of Agriculture was founded in 1862 by President Abraham Lincoln. Harvey W. Wiley, M.D, who was appointed to the position of chief chemist at the USDA in 1883 devoted his career to the struggle against foodborne illnesses, by among other things campaigning for the Pure Food and Drug Act.
