Neighbor to Family is the director of the Illinois department of children and family services (DCFFS), he witnessed children being removed from their homes and parents, and then separated from their siblings when placed in foster care. He was haunted by the notion that "the child welfare system is supposed to help troubled children and families, not exacerbate them."
