The United Nations Human Rights Commission is responsible for the protection of all human rights and represents the world's commitment to universal ideals of human dignity. It offers leadership, works objectively, and is engaged in educating and taking action to empower individuals and assist States in upholding human rights. Its thematic priorities are strengthening international human rights mechanisms; enhancing equality and countering discrimination; combating impunity and strengthening... accountability and the rule of law; integrating human rights in development and in the economic sphere; widening the democratic space; and early warning and protection of human rights in situations of conflict, violence, and insecurity. It also supports the work of the United Nations human rights mechanisms such as the Human Rights Council and the core treaty bodies set up for monitoring state parties' compliance with international human rights treaties. In addition, it promotes the right to development, coordinates United Nations human rights education and public information activities, and strengthens human rights across the United Nations system. The United Nations Human Rights Commission consists of four major divisions: the Research and Right to Development division, the Human Rights Council and Special Procedures division, the Human Rights Treaties division, and the Field Operations and Technical Cooperation division. As of December 31, 2013, the commission consists of 1085 employees in Geneva, New York, and in 13 country offices and 13 regional offices or centres around the world. It also consists of a workforce of 689 international human rights officers serving in UN peace missions or political offices. It is funded from the United Nations regular budget and from voluntary contributions from member states, intergovernmental organizations, foundations, and individuals. The United Nations Human Rights Commission was established in 1945 and is headquartered in Geneva, Switzerland.
