With the restoration of democracy in their country at the end of the 50s, an unusual interest in its socioeconomic development emerged in different regions . In our Department - the Magdalena Grande - the idea of ​​creating a center of higher studies that would support this process is brought up again; also, because there was a crucial moment that generated immense expectations about the future development of economic, political, social and cultural activities not only of the region and the country, but also of the entire American continent, because the triumph of the Cuban revolution impacted public opinion so strongly that it became an obligatory point of reference in the generation of new ideas and hopes.
