Volgren began producing bus bodies for a simple reason. They had experience operating buses and wanted to build a vehicle that was more reliable, more comfortable, longer-lasting, and with lower operating costs. In the industry, they understood the quirks, the frustrations, and the demands. It was easy for them to empathize with drivers, operators, and passengers.

Because Grenda held the Volvo Buses dealership in Victoria, only chassis from this manufacturer were bodied until 1989 when the dealership was relinquished.
